Application for Plan Review - Submission Cutoff Schedule for 2007
Listed below are plan submission cutoff dates for plans to be reviewed by the Planning Commission; including sketch, subdivision, land development and request for modification of requirements. As detailed in the Subdivision and Land Development Ordinance; a complete plan submission including two copies of the application for plan review form, twelve copies of plans, supporting documentation, engineer review escrow and plan submission fee must be submitted to the Township Office no later than 4:00 PM on the submission cutoff date. Applicants requesting formal written review of sketch plans by Township Engineer must deposit engineer review escrow fee at time of submission. The Planning Commission also reviews Zoning Hearing Board applications for uses permitted by Special Exception, and these must be submitted to the Township Office along with plans and fees no later than 4:00 PM on the cutoff date. The Township Office is open weekdays, except holidays, from 8am tp 4pm and is located at 350 N. Planning Commission Workshop Meetings will be utilized for informal plan review including an interactive discussion of plan issues between the Planning Commission, Applicant, Township Staff and interested public. Formal review by Township Staff will be presented to the Planning Commission, Applicant and interested public at Regular Meetings.

PERMIT POLICY FOR MIDDLESEX TOWNSHIP

1. After application for Building Permit is made, action will be taken within 15 days for residential and 30 days for commercial.
2. All necessary permits (Driveway, Road Cut, Sewer/Septic and Water Permits) must be obtained, before building permits will be issued.
3. All Building Permits (see Zoning Ordinance 3-89, Sec 17.03) must show the following:
a. Complete sketch of property, including any preexisting buildings, etc.
b. All set back lines must be shown, with exact footage shown.
c. On new construction of homes,exact livable floor space must be marked.
4. SIGN PERMITS (See Zoning Ordinance 3-8, Sec. 14.16)

5. INSPECTIONS - All inspections on new construction are mandatory, applicant or his representative must call the Zoning Officer personally, to arrange for the following inspections:
Footer Permit - Before pouring Occupancy Permit - Before occupant moves in
6. TOWNSHIP HIGHWAY PERMITS Applicant must allow at least three (3) working days for the Township Road Supervisor and Township Road Master time to inspect.
7. Permit Application fee should be paid by check, made payable to Middlesex Township.

Agricultural Security Area Information
Owners of farmland in Middlesex Township can obtain agricultural security status and benefit from the protection given farm uses under state law.
In an effort to conserve and protect agricultural land in Pennsylvania, the Pennsylvania legislature in 1981 passed the Agricultural Security Area Law. Farmland designated as part of an agricultural security area is protected from local laws that would unreasonably restrict farming practices. In addition, normal agricultural operations cannot be subject to public nuisance laws or ordinances.
If you own at least ten acres of farmland, your land may obtain agricultural security status. An application, which can be obtained through Middlesex Township, must be completed and submitted to Middlesex Township by certified mail. Once the application is received, notice that the application has been submitted is published in the newspaper and posted near the property to be included in the agricultural security area. The application is then given to the Middlesex Township Planning Commission, the Cumberland County Planning Commission and the Middlesex Township Agricultural Security Advisory Committee to review. The members of the Agricultural Security Advisory Committee consist of three active farmers, one Township resident at large and one Township Supervisor. Each group reports its recommendations to the Middlesex Township Board of Supervisors.
After the Supervisors receive the reports, a hearing is held. The Supervisors then decide whether to include the farmland in the agricultural security area. If the farmland is accepted as part of the agricultural area, a document identifying the farmland is recorded in the Office of the Cumberland County Recorder of Deeds, which ensures that the agricultural security status remains with the farmland in the event the land is sold or transferred.
Once farmland is designated a part of an agricultural security area, every seven years its status as part of the security area is automatically renewed unless the security area is reviewed prior to the end of any seven year period by the Board of Supervisors and a decision is made that the area should be terminated. There are over 2,500 acres of farmland in Middlesex Township which are presently in the agricultural security area.
